NRU Men's Club 7's Rules announced

NRU Men's 7's Coordinator Sean Horan has announced the rules for Men's Club 7's competition in the Northeast Rugby Union.

NRU Men's 7's Rules

  1. The NRU 7’s competition will consist of 3 NRU 7’s Preliminary Tournaments from which up to 8 teams will qualify for the NRU 7’s Championship.
  2. The NRU 7’s Championship entrants and the seeding order will be determined by: 
    A. Number of NRU 7’s Preliminary Tournament first place finishes
    B. Total number of points accrued at NRU 7’s Preliminary Tournaments appearances
  3. Points will be awarded in the NRU 7’s Preliminary Tournaments as follows: 
    A. The winner receives 4 points.
    B. The runner up receives 3 points.
    C. The two teams losing in the semi-finals will receive 2 points.
    D. Third place wins and consolation wins count for 1/2 point.
    E. The four teams losing in the quarterfinals will receive 1 point (only if the tournament permits quarterfinalists).
    F. A win in any bracket or pool leading to the championship counts as 1 point.
    G. Pool ties will stand and will count for 1/2 point for each team (see below for championship round ties after regulation play).
    H. All teams will get 1 point for entering the tournament, and participating to the satisfaction of the tournament director.
  4. Up to 8 teams will be allowed to enter the NRU 7’s Championship.  Teams will be offered entry based on their seeding as determined by the method in Paragraph 2 above.   The NRU Championship will determine the top teams that will represent the NRU in the USA Rugby National 7’s Championship.
  5. Each of the NRU 7’s Preliminary Tournaments and the NRU 7’s Championship shall have a club designated as Tournament Host.
  6. The Tournament Host of each of the NRU 7’s Preliminary Tournaments and the NRU 7’s Championship are responsible for advertising, planning, and executing the tournament.  The Tournament Host must adhere to all USA Rugby rules and requirements.  The tournament must be open to all NRU clubs and entries must be accepted at least until 5 P.M. on the Monday before the tournament is to be held.  The Tournament Host is strongly encouraged to require Tournament Contracts from all entries to avoid last minute cancellations and the associated confusion.
  7. The Tournament Host must provide regulation fields, certified referees, required safety equipment, required medical staff and equipment, regulation match balls, and all other necessary facilities and equipment.
  8. The Tournament Host of each of the NRU 7’s Preliminary Tournaments and the NRU 7’s Championship shall designate a Tournament Director who will be responsible for organizing the tournament.  The Tournament Director shall determine the format, pools and schedule for the tournament prior to the day of the tournament, subject to the approval of the NRU Vice President/Men’s Clubs.  The Tournament Director will be responsible for monitoring all aspects of play, determining which teams progress on to subsequent rounds, settling disputes, and collecting information in the event of protests or challenges and reporting such information to the NRU Vice President/Men’s Clubs or a designated representative thereof.
  9. The Tournament Director will be responsible for reporting the official scores and order of finish and mailing the rosters of all teams that participated to the NRU Vice President/Men’s Clubs or a designated representative thereof no later than 5 PM on the Monday following the tournament.
  10. The Tournament Director will be responsible for verifying team and individual eligibility compliance on the day of the tournament. 
    A. The Tournament Director shall collect a CIPP Roster from each team.  All rosters must be forwarded to the NRU Vice President/Men's Clubs or a designated representative thereof by 5 PM on the Monday following the tournament.
    B. The Tournament Director shall be responsible for inspecting the following from each player:
        i. Original official ID with a picture.  A driver’s license, government-issued non-driver ID, passport, military ID, or other picture ID issued by a government agency will be acceptable.
        ii. Proof of current enrollment in the Club and Individual Participation Program (CIPP card is fine)
        iii. Medical insurance enrollment card.
        iv. Players who will be listed as Resident Players MUST show ONE of the following:
            a. U.S. birth certificate OR copy of photo page of U.S. passport
            b. Original or certified copy of Permanent (Green Card) or Conditional Permanent Resident Alien documentation (Conditional Green Card).  Note: Documentation (i.e. letters of application) in reference to the pursuit of permanent or conditional resident status, in order to facilitate a player's participation in competition, shall not be allowed.
            c. Resident Player Status Documentation as provided by USA Rugby
  11. All teams and players must follow all USA Rugby Eligibility Requirements.  All players must be CIPP registered with their team before the day of the tournament.  There will be no CIPP registering of players on the day of the tournament.  Once a player registers with a sevens club and/or competes in an NRU 7’s Preliminary Tournament or the NRU 7’s Championship then the player is committed to that club for the entire season and may not switch to another club for play in NRU 7’s Preliminary Tournaments, the NRU 7’s Championship, or the USA Rugby National 7’s Championship.  If a club enters more than one team in the NRU 7's Preliminary Tournaments then players may play for only 1 team in all of the NRU 7's Preliminary Tournaments.  Players may switch teams for the NRU Championship.
  12. Each NRU club may enter up to 3 teams in the NRU 7’s Preliminary Tournaments and all three may qualify for the NRU 7’s Championship but only 2 teams from the same club may qualify for the USA Rugby National 7’s Championship.  Rosters are limited to 12 players for a tournament.  Only 2 non-resident players are allowed on the roster for a tournament and they may play at the same time.  (Note: all of the preceding rules are dictated by USA Rugby policy.)  A player must have played for their club in at least one NRU 7's Preliminary Tournament in order to be eligible to play in the NRU 7's Championship.
  13. Championship ties are resolved as specified in the 'Standard Set of Variations Appropriate for the Seven-a-Side Game' in the current Law Book.
    Pool advancement is determined by: 
    A. Record in pool
    B. Head-to-head competition
    C. Point differential
    D. Tries scored
    E. Converted tries scored
    F. Coin toss
